According to leaker @PhantomOfEarth, in Windows 11 Insider Canary Build 25309 or later, users can format ReFS Developer Volumes which this news also features leaker @Albacore, where according to this new feature it will be called Dev Drive, and can be found in the section Privacy & Security on the Settings page, and enable developers to create a VHD with ReFS format as shown below.
