Now regarding this ReFS, Microsoft seems to be still trying to perfect it, until finally now they are presenting ReFS support as a VHD or Virtual Hard Disk in Windows 11.
According to leaker @PhantomOfEarth, in Windows 11 Insider Canary Build 25309 or later, users can format ReFS Developer Volumes which this news also features leaker @Albacore, where according to this new feature it will be called Dev Drive, and can be found in the section Privacy & Security on the Settings page, and enable developers to create a VHD with ReFS format as shown below.
So even so, because this feature is still on the Canary Channel, this is only an initial trial and it is possible that there will be changes in the name, how it works and it may not even be released to the Dev Channel or to other Channels.
