Long story short, it was Microsoft at the launch of Windows 11 Insider Dev Build 25247 has presented the ability to bring up or display seconds / seconds on the clock in the Windows 11 system tray, where users can find settings for this on the Settings > Personalizations > Taskbar page.

“The ability to show seconds in the clock on the system tray, first introduced with Build 25247should return after updating to Build 25300 if it has disappeared for you after updating to Build 25295 last week.Microsoft said on the Release Notes page for Windows 11 Insider Dev Build 25300.
As in the picture above, you just have to go to the Settings page > Personalization > Taskbar > Show second in the system tray clock to display that second.
