Recently, Microsoft has added bugs new on its Windows 11 Health Dashboard page, where this issue relates to an issue causing the application installation to fail, with which, users need to use administrator privileges to perform the installation.
Quoted from the Microsoft page thethese affected apps use a provisioning package with .PPKG files that are used to help configure new devices deployed in business and school networks.
“Using provisioning packages on Windows 11, version 22H2 (also called Windows 11 2022 Update) might not install all expected apps. Affected apps require elevated privileges to install (must be installed as administrator) and might not have sufficient privileges during provisioning to install. Provisioning packages are .PPKG files which are used to help configure new devices for use on business or school networks” Microsoft said

In general, this problem is not felt by all users except for devices designed to run in companies or schools, where not all users have access to their Windows administrator account.
With that, Microsoft also recommends installing the update November 2022 in case the user encounters this problem.
